<p>第二次世界大戦後の英国は戦勝国であったにも拘らず、長きにわたって混沌たる様相を呈していました。勝利から5年を経た1950年代初頭になっても物資の配給制度は続き、英国全体が生活苦に喘いたのが実状でした。しかし、1952年に英国は急激な転換期を迎えることになります。同年2月6日に国王ジョージ6世の崩御に際して若きエリザベス王女が国王エリザベス2世として即位し、イギリス連合王国は新たな局面を迎えます。翌年1953年6月2日にはロンドンのウェストミンスター寺院にて壮麗豪華な戴冠式が挙行され、人々は固唾を呑んで史上初となるテレビ放映に見入り、式の偉容に釘付けとなりました。式の劇的効果ゆえか、英国社会全体が戦後からの完全脱却を信じ込もうとしていた感がありましたが、世相は依然として厳しいものでした。そのような時代背景のもと、1948年に旧大英帝国植民地に属するカリブ海沿岸諸国からの約50万人もの移民を乗せた船舶が突然英国にやってきました。戦後の英国社会の人手不足を解決するための各種労働に従事することを主な目的として英国にやって来たそれらの人々は、乗船していた格安船「エンパイア・ウィンドラッシュ号」に因んで後に「ウィンドラッシュ世代」と呼ばれるようになります。それらの働き手たちは貴重な労働力として英国社会のあらゆる場面で活躍していましたが、涙ぐましい忍耐と努力が報われ、英国の市民権を獲得するに至りました。そして英国を第二の故郷と定め、そこで誕生した子供たちは第二世代として英国の社会の一員となりました。慢性的な人員不足を解決する目的で英国政府によって招聘され、合法的に入国を果たしたウィンドラッシュ世代の人々でしたが、英国での半世紀以上に及んだ滞在の果てに苦難の道を辿ることになろうとは知る由もなかったことでしょう。2010年に英国政府は突如として不法移民に対する「敵対環境」政策を導入し、英国内の移民は法的な滞在資格や就労資格を有していることを証明しなくてはならなくなりました。ここで生じた問題は、ウィンドラッシュ世代に属するカリブ諸国からの移民の殆どが合法的に入国した法的証拠を保有していなかった事でした。結果的に、人生の大半を英国で送ってきた人々が突然国外退去を命じられたり、失業するリスクにさらされる事態を招きました。1948年当時に彼らがウィンドラッシュ号で入国した記録は確かに存在したはずですが、この事件が起きる数年前に当時の政権によって不要と判断され、秘密裏に破棄されていたという不祥事が後に発覚しました。この事件は、英国社会の官僚主義的な一面が招く恐ろしい実態を暴露し、犠牲者に対する名誉回復を始めとする一連の政策見直しの気運へと繋がっていきます。その後、英政府は公式に謝罪し、経済的補償はやっとのことで約束されました。一見、現代英国社会の不条理を映し出す鏡のような内容を特徴とするウィンドラッシュ事件ですが、かつての大英帝国の負の遺産としての移民問題を始めとする諸問題が21世紀の現代においても未解決であるという現実を直視させる結果を招いたことは何とも嘆かわしいことです。</p>\r\n
